Castel Volturno - a town on the Domitian coast in the north of Naples - is known for its natural and gastronomic beauties, but it is known above all for the massacre of eight Africans by the Casalese mafia in 2008, and a for a vast complex of illegal buildings and villas, which are now partially abandoned. The large real estate availability and the lack of institutional control of the territory have been for many years the main attractors for indigent people looking for a place to live. In Castel Volturno 40% of the population is represented by immigrants. Here, a former basketball champion, Massimo Antonelli, decided in 2016 to start a basketball team dedicated to the foreigners' children, called "Tam Tam Basket". Immediately he involuntarily found himself at the centre of a fierce political debate on what it means to be Italian. In fact, the Tam Tam team was denied the right to compete against other teams in the regional championship because their parents are immigrants and, as such, considered foreigners in the eyes of the law, even though they were born in Italy. In Italy, in fact, there is no "ius soli". However, the tenacity of coach Antonelli and his athletes was rewarded with the introduction by the Italian government, in December 2017, of the so-called "save Tam Tam" rule (under the Gentiloni government and thanks to the then sports minister Luca Lotti and the deputy of PD Michele Anzaldi). The rule has a revolutionary scope because it establishes the "ius soli" sport, allowing all the children of foreigners living in Italy to practice sports without limitations (about 800,000 boys). Castel Volturno won an important battle that has positively involved the entire nation.
